Is seeking to recruit a Assistant to the Resident Twinning Adviser (RTA Assistant)

The Twinning Project “Support in the implementation of the waste management legislation and Extended Producer Responsibility (EPR) scheme” is a joint project between the Republic of North Macedonia, represented by the Ministry of Environment and Physical Planning and the Republic of Hungary, represented by the Blue Planet Climate Protection Foundation and Republic of Austria represented by „Umweltbundesamt GmbH“.

The overall objective of the project is to contribute to strengthening the EPR system with specific institutional setups in Republic of North Macedonia.

The project is seeking an Assistant to the Resident Twinning Adviser (RTA Assistant), whose activities include assisting the RTA with co-ordination and management of the Twinning project. The project started on the 1st of December 2022 and the duration is 24 months.

Starting date (indicative): 15 January 2023

The RTA Assistant will be hired full time on a contract and stationed in Skopje. The RTA Assistant shall not have been in any contractual relation with the public sector in the Beneficiary Country, North Macedonia, during at least the 6 months preceding their hiring.

The RTA Assistant will be self-employed and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force in the Country, including for those related to medical and social insurance.

The assignment will be full time and the specific contract will run from the date of the signature throughout the period of implementation of the Twinning Contract.

Working hours will be as those that are in force at the Beneficiary administration.

The tasks of the RTA Language Assistant include:

-        Acting as an Assistant to the RTA (in all activities of the Project).

-        Helping the RTA to coordinate and implement the Twinning Project and helping manage RTA accounting.

-        Assisting to the RTA in organization of experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events also in any online project’s activities.

-        Potential arrangements of travel, booking accommodation and organization of study visits.

-        Drafting of written materials in English and Macedonian.

-        Overall management of the office administration, including filling, organizing trainings, expert missions, local travels, general desk office work etc.

-        Maintenance and reconcilement of project’s basic budget accounting records (project journal, mission certificates, financial reports), archiving of financial documentation (invoices, etc.).

-        Procurement and management of office supplies based on the RTA request.

-        Organization of meetings in cooperation with partners of the Beneficiary Country and Member State Country, preparing meeting agenda and taking minutes.

-        Verifying accuracy and consistency of presentations and translations of technical material into Macedonian and English.

-        Drafting and editing minutes of meetings, assisting to the RTA in drafting and editing monthly, quarterly and final project reports and any other relevant documents.

-        Office management, monitoring telephone and general correspondence

Requirements for the candidates:

The RTA Assistant will be recruited in accordance with the following selection criteria:

Required skills and experience:

-        Excellent command of spoken and written English (C1 or C2 level) and Macedonian language – mother tongue.

-        University degree.

-        Previous experience in office management.

-        Excellent organizational and analytical skills.

-        Ability to establish and maintain effective working relations.

-        Advanced usage of computer and office software packages (MS Word, Excel, PowerPoint, MS Teams, Skype etc.).

-        Knowledge of relevant governmental policies, laws, external assistance and operational structures affecting the regional development and infrastructural sector in North Macedonia.

-        Previous experience in social media management.

-        Knowledge on public administration.

-        Ability to work under pressure and be able to prioritize.
