Meeting Hoxha-Rokas: The Green Agenda and Chapter 27 in Focus of European Integration

Skopje, 29.01.2026 The Minister of Environment and Physical Planning, Muamet Hoxha, held a meeting with Michalis Rokas, Ambassador of the European Union to the Republic of North Macedonia, where they discussed progress in harmonization with European environmental and climate policies, as well as the implementation of the Green Agenda for the Western Balkans.

At the meeting, Minister Hoxha emphasized that North Macedonia is making significant efforts to harmonize its legislation and institutional systems with the law and policies of the European Union, through intensive legislative activities, strengthening administrative capacities, and realizing significant investments in infrastructure and new technologies.

Special emphasis was placed on Chapter 27 – Environment and Climate Change, which is one of the key chapters with the greatest financial impact in the accession negotiation process. The Minister emphasized the continuous support from the European Union, which remains a key partner of the country through the IPA programs, the Western Balkans Investment Framework and the Growth Plan.

The European Union is the largest donor and the most significant ally of North Macedonia in advancing European standards for environmental protection. The focus of the reforms remains on water management, waste management, and improving air quality – areas that require strong coordination between central and local authorities, as well as active public participation.

During the discussion, it was emphasized that the implementation of the Green Agenda for the Western Balkans is a strategic priority of the Government. Minister Hoxha recalled that the Government adopted the National Action Plan for the Green Agenda for the period 2025-2027, making North Macedonia the first country in the region to develop such a document based on an innovative methodology.

At the meeting, a joint readiness was expressed to continue and deepen cooperation between the Republic of North Macedonia and the European Union, with the aim of successfully implementing reforms, effectively utilizing European funds, and accelerating the process of European integration in the field of environment and climate policies.
