Noise

Noise is most commonly caused by traffic vehicles and machinery used in production processes. However, addressing the problem varies greatly from country to country and depends heavily on the culture, economy, and policies of the respective nations.

The problem persists even in areas where enormous resources are spent on regulating, assessing, and reducing noise sources or on creating barriers against noise.

For example, great efforts are made to reduce traffic noise at its source. In fact, today's cars are much quieter than those produced ten years ago, but traffic volume has increased so significantly that the effect of those efforts is neutralized, and the level of unpleasant noise continues to rise. The production of quieter vehicles may alleviate the problem for a certain period, but it by no means eliminates it.

Measuring and monitoring noise is necessary to achieve and maintain environmental noise levels in defined areas and under different conditions, with the ultimate goal of protecting the health and well-being of the population.

 

The law is modeled after European legislation, with the aim of establishing a general legal framework for regulating environmental noise in an integrated and comprehensive manner.

 

The issue of harmful noise emitted into the environment in the Republic of Macedonia is regulated by the following legal framework: the Law on Environmental Noise ("Official Gazette of RM" no. 79/07, 124/2010, and 47/11), which is fully aligned with the applicable EU regulations.

The Law on Environmental Noise regulates the fundamental principles for managing environmental noise. It directly transposes the requirements of Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise.

The Law on Environmental Noise provides the legal basis for:

  • Sources of environmental noise

  • Limit values for environmental noise levels

  • Environmental noise indicators

  • Environmental noise management

  • Methods for assessing harmful effects

  • Adoption and implementation of planning documents

  • Measures for environmental noise protection

  • Environmental noise monitoring

  • Information system

  • Conditions and technical measures for protection from environmental noise caused by specific sources

  • Financing

  • Supervision and competent authorities

Based on the provisions of the Law on Environmental Noise, from 2007 until today, 11 by-laws have been adopted, relating to noise indicators, monitoring, and inspection of environmental noise. A consolidated version of the Law and all by-laws can be downloaded at the following link:

Based on the existing legal framework, the data from the measurement and monitoring of noise levels are submitted to the Ministry of Environment and Physical Planning and the Macedonian Environmental Information Center.

The collected, processed, and verified data and information on the state of environmental noise represent the official database on the environmental noise situation, which serves as a basis for noise management and protection. This data is provided to international institutions, the public, and other interested stakeholders in the Republic of Macedonia.

Documents that explain the processes and methods for measuring, implementing measures, and controlling the levels of noise and sound in different environments, with the aim of ensuring effective environmental protection.

Application of technologies and innovations to reduce noise, implementation of sound insulation measures, and management of noise sources.

Standardized forms or templates used for collecting and documenting information about noise levels at specific locations, time periods, and particular sources, ensuring standardization in the monitoring and management processes.

Centralized databases containing information about noise levels in various locations and time periods, enabling analysis and monitoring to improve quality of life and environmental protection.

Approvals or licenses issued by competent authorities that regulate noise levels, aiming to protect the environment.
