Main Objectives of the Project  
 
The overall objective is to improve access to and quality of water and wastewater service, in line with the EU Acquis. 

The specific objectives of the project are:

Municipal water service provision reorganised in clusters at river basin level (Outcome 1)

Polluter-pays and full-cost-recovery principles progressively enforced nation-wide (Outcome 2)

Inter-municipal services in pilot areas operationalised (Outcome 3)

Project Components/Results    

Output 1 to Outcome 1: Strategy for the reorganization of municipal drinking water and waste water services operationalised.

Output 2 to Outcome 1: Overseeing functions for inter-municipal cooperation in water services strengthened

Output 1 to Outcome 2: Water tariff mechanism and enforcement upgraded nation-wide

Output 1 to Outcome 3: Intermunicipal water service provision in pilot areas established

Output 2 to Outcome 3: Financial and operational performance of water service provision in pilot areas improved.

HYDROPHIL GmbH (AT) in consortium with GIZ Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH (DE), VEVE Group doo (MK) and The International Association of Water Supply Companies in the Danube River Catchment Area (IAWD) (AT) 

Final Recipient of the Action    
Ministry of Environment and Physical Planning, Energy and Water Services Regulatory Commission, Association of Communal Service Provides in North Macedonia (ADKOM), municipalities and their respective public utilities companies.

Responsible Implementing Department within MoEPP as Final Recipient    Department of Waters 

Target groups/stakeholders (other than MoEPP such as municipality and PUC etc.)    
•    Energy and Water Services Regulatory Commission;
•    ADKOM; 
•    Association of units of local self-government (ZELS);
•    Raw water suppliers, selected municipalities and their respective public utility companies (PUC).
