Overall objective
To improve municipal wastewater collection infrastructure in compliance with the directive 91/271/EEC and National Law.
The project envisages measures for construction of WWTP and rehabilitation and upgrading of the sewerage network in the Municipality of Bitola including supervision activities, which would contribute to the following:
- To improve sanitary and hygienic conditions and standards for the population;
- To reduce infiltration of groundwater to the sewer system and consequently, to the WWTP;
- To reduce exfiltration of wastewater and pollution of groundwater;
- To improve substantially the presently unacceptable environmental conditions of the recipient (Dragor River) (dilution less than 1:1) and the river water quality after the outfall of the WWTP that will meet the targets of environmental standards;
- To decrease further downstream nutrient accumulation and eutrophication in the transboundary stream of Vardar River and the Aegean Sea;
- To reduce the problems related to maintenance of the sewerage system;
- To ensure proper functioning of the future Central WWTP.
Specific objective (outcome)
To ensure that the wastewater infrastructure works under the “Construction of WWTP and Rehabilitation and Upgrading of the Sewerage Network in the Municipality of Bitola” investments are:
- designed (under FIDIC “Yellow Book” contract) according to the respective Employer’s Requirements and specifications and using appropriate, cost effective and sustainable technologies;
- constructed to the technical and quality standards required in the relevant Technical Specifications and Employer’s Requirements;
- constructed with due regard to the health and safety of the workers on site as well as the general public and,
- completed on schedule and without any cost overruns.
Output 1 to Outcome 1: For Lot 1 – supervision of the construction works on design and construction of a wastewater treatment plant for 112 474 PE with total daily average flow of approximately 27090 m3/day and works on extension (375m) of the existing main collector in the Municipality of Bitola according to FIDIC Yellow Book Conditions of Contract (1999) and Contract documents, through efficient and effective expertise resulting in the issuing of the Taking Over Certificate, when the Works are substantially completed and the Performance Certificate, at the end of the Defects Notification Period (DNP), all of which is required to be achieved within the quality, budget and timing stipulated in the Works Contracts.
Output 2 to Outcome 1: For Lot 2 – supervision of the construction works for Rehabilitation and upgrading of the sewerage network in the Municipality of Bitola according to FIDIC Red Book Conditions of Contract (1999) and Contract documents, through efficient and effective expertise, resulting in the issuing of the Taking Over Certificate, when the Works are substantially completed, and the Performance Certificate, at the end of the Defects Notification Period (DNP) all of which is required to be achieved within the quality, budget and timing stipulated in the Works Contracts.
